Remove OT

New merge request instead of !2742 (closed) that was based on other unrelated commits.

The OT software is no longer needed. This builds in the lhcb-run3-cleanup slot. See other MR with this label.

Similar comment here. I suggest to first only check all MRs related to the removal of L0 in the lhcb-run3-cleanup slot. Once that compiles we can move towards merging and test the MRs related to removing the OT and ST in a second round.
