Merge PrTracksInfo.h into PrTracksTag.h

Add 'vec3s_field' struct in PrTracksTag.h for the use of vector in inner track containers of VeloClusteringSIMD

Remove unused functions in PrLongTracks.h, this would close the !2805 (closed)

should go with Rec!2285 (merged)
