code cleanup, ability to explicitely drop slices and workaround for a strange dependency issue in makefiles

@sponce In description related MRs Detector!84 (merged), Rec!2396 (merged) and Alignment!168 (merged) are mentioned, but Alignment!168 (merged) also depends on AlignmentOnline!49 (closed), I presume that one must be included in test as well, right?

You know what, I'll launch the ci-test myself when this is ready as I still need to sort out the piepeline plus I want to recompile everything locally without DD4hep, but I needed the MRS to make that easy.

Hi @jbaptist, this is a quite complicated case as it involves 5 MRs in 5 different projects and 2 slots (needs testing both in regular mode with ci-test and in DD4hep mode in the dedicated slot). On top I expect several rounds before it stabilizes. So I'll basically handle the testing myself (see Alignment!168 (comment 4381787) for example) and let you know when all is fine.
