Small fixes for DD4hep support of alignment

code cleanup, ability to explicitely drop slices and workaround for a strange dependency issue in makefiles

Goes along with Detector!84 (merged), Rec!2396 (merged), Alignment!168 (merged) and AlignmentOnline!49 (closed).
