fix: ignore counters for x86_64_v4 platform in LHCbTest.py

We already ignored counters for skylake_avx512+vecwid256-centos7-gcc9-opt.
This MR adds the new x86_64_v4 platform to the default platforms for which we ignore counters.

Adding lhcb-lcg-test to test this tonight
