Use UnpackTrackFunctional in PersistRecoConf

Using UnpackTrackFunctional in PersistRecoConf allows to deduce data dependencies without hacks.

Fixes issue reported in Moore!924 (merged) .

Also added DataHandles to UnpackTrack which is the non functional version. I guess it is still used for unpacking of Muon tracks.
