Release the GIL so that XMLSummarySvc can acquire

Release the GIL so that XMLSummarySvc can acquire it from within the event execution thread.

Probably XMLSummarySvc fails with multiple threads but it should be redone anyway.

Should enables running production jobs with ProdConf.

I had committed something by mistake which caused reference mismatches in DaVinci. This is now fixed and I don't think we need to retest.

@nnolte @graven if you have comments please let me know. (this is a tiny change when whitespace is ignored)
