Adding set_hltAnn_svc function in GaudiConf.reading

Moving the set_hltann_svc and get_hltann_config functions from Phys/DaVinci/python/DaVinci/algorithms.py to LHCb/GaudiConf/python/GaudiConf/reading.py so they can be shared with other projects.

Addresses DaVinci#9 (closed).
To be merged with DaVinci!630 (merged).
