Cut on Max strips for UT clustering added

Xuhao Yuan requested to merge ut_stripUL_cluster into master

Max # of strip for UT cluster is added in UTDecoder.h. keepClustering will return false in case the number of continuous strips larger that the max value and all these strips will be ignored in the decoding.
