Release v54r3

2022-12-19 LHCb v54r3

This version uses Detector v1r7, Gaudi v36r9 and LCG 101a_LHCB_7 with ROOT 6.24.08.

This version is released on master branch. Built relative to LHCb v54r2, with the following changes:

I see this was merged (thanks) by @cburr but not tagged. Could any of @cburr @sponce @raaij tag v54r3 on top of this MR. There were three more MRs merged since then that should not be in the release (I think). Thanks

Also, please tag Detector v1r7, Rec v35r3, Allen v3r3 (Allen!1093 (merged) needs merging), Lbcom v34r3. Moore Moore!1976 (merged) is still waiting for tests.
