MDF copy writer for 2022 reprocessing

• Adds mdf_copy_input_writer to PyConf/application.py for merging step of reprocessing prod
• MDFWriter: let the IncidentSvc know we are closing the file. In this way the XML summary is populated properly. Many thanks to @clemenci for the fix.
