DecodedDataFromMCRichHits: Also create MCRichDigitSummarys when decoding from MCRichHits
Fixes an issue where MC history info was not available when running RICH reco directly off XSIM files.
@seaso FYI This fixes the issue I previously mentioned that prevented some RICH hit MC history information being available when running directly off an XSIM file.
