Make sure PVTracks::prvelocontainers is initialized

I found LHCb::Event::PV::PVTracks::prvelocontainers is not initialized on construction, which may lead to undefined behaviour if not filled correctly by the code that constructs the PVTracks instance.

Note that this requires Rec!3580 (merged) to prevent a segfault in Moore test RecoConf.hlt1_hlt2_comparison
