Draft: Read SMOG condition via functors

Base class to interpret SMOG conditions from DeLHCb to feed a functor.

Depends on Detector!421 (merged) and goes with Rec!3658 (merged), Analysis!1024 (closed) and DaVinci!997 (merged)
