Add algorithm which can recover decreports from selreports

This algorithm is needed to recover the DecReports from the SelReports for some fills taken in 2023.

The idea is that the decision can be inferred from an object being present in the SelReports.

For the lumi line ODIn is asked directly.

The changes here should never make it to master but are only to be used in a patch release.
