New sourceID encoding and new UT ReadoutMap

Work with Detector!470 (merged), Rec!3880 (merged) and lhcb-conddb/lhcb-conditions-database!118 (merged)

• Work with ReadoutMap with additional subsector bit
• Provide sourceID encoding identical to real data (previously differ from data)
• Fixed RawBank ordering by changing it from sorting-by-boardID to sorting-by-sourceID. This should match exactly how real data is organized.
• Provide helpers to convert ChannelID to ECS name

Does this MR also work with DetDesc? or will the decoding for MC with this MR be incompatible with the sourceID encoding with Boole DetDesc and something need to be done for Boole or in SIMCOND?
