Various cleanups + move tests to PyConf

Here is the list of changes for reference :

  • Converted dumpmultievents test to PyConf
  • Converted exsiting_mdf test to PyConf
  • Converted read_dst_from_mdf test to PyConf
  • Converted dst_from_mdf test to PyConf
  • Dropped DecoderDB, not used anymore except in its own tests
  • Remove useless test calosegfault
  • Revert "Dropped most of RawEventCompat package"
  • Dropped DecodeRawEvent.py, now replaced by a configurable
  • Dropped most of RawEventCompat package
  • Dropped unused file DAQ/DAQSys/tests/options/setup-crazy-split.py
  • Reduced a bit the statistics on test_poly2 to make it faster
  • Ported mdfwriter test to Pyconf
