Fix configuration of some tests

some obsolete or invalid settings were silently ignored until we tested Detector!712 (merged). This MR fixes them.

• use new CondDB directory layout (92ac55d4)
  • the old layout (with the IOVs file) is not used in Run3
• fix test_dd4hep_check_db_access_bare test (ef46570c)
  • with the migration to PyConf, its configuration was not correct anymore
• explicitly set a valid ConditionsLocation in test_geometry_config_errors (6f6d9a37)
  • the new CondDB library (see Detector!712 (merged)) aborts if ConditionLocation is invalid (the test was working because we are ignoring the failure reported by the old GitCondDB)
• restore DeMagnet test in DD4hep builds (d4f6adb5)
  • it was disabled in !3789 (merged), but it's a test meant to ensure that we can access DeMagnet in DetDesc and DD4hep
