Remove two unnecessary Velo interfaces
Related to the merge request Lbcom!111 (merged) this removed the two files Kernel/IVeloClusterSelector.h and Kernel/IVeloChannelIDSelector.h as the two implementations of the interfaces were only to support VeloClusterContainerCopy which was removed in the LbCom merge request.
