Merge MR !628, !630, !636 from 2017-patches to master

  • Update default LHCBCOND tag for 2017 and DDDB tag for 2013, 2011, 2010
  • Use force=True when PrintOn/PrintOff combination is used
  • Make sure RawEventFormat is instantiated and configured
  • Extend Tagger event class
