Updates to allow L0 Herschel emulation
New algorithm to emulate L0Herschel. Minor changes to L0DU to accommodate this emulator. Minor changes to L0Conf to configure the emulator. Change to L0CaloAlg should not be merged - but is required for successfully running/testing the code.
