Improve forwards and backwards compatibility of TurboConf

As Tesla has undergone some major surgery, I've taken the opportunity to overhaul TurboConf so that is will be easier to maintain in 2017 and 2018, whilst preserving backwards compatibility with 2015 and 2016.

This mostly means juggling the different treatments of RootInTES, and allowing for a more fine-grained configuration of what TurboConf can do.
