Allow offline use of HltSelReportsWriter

Rosen Matev requested to merge rmatev-SelRepWriter-offline into 2017-patches

Previously the HltSelReportsWriter used the HltANNSvc exclusively. Now with the new UseTCK property, it will use the TCKAnnSvc instead, taking the TCK from the HltDecReports given by the InputHltDecReportsLocation property.
