Xuhao Yuan requested to merge UT_v1r1 into master

The UT/UTAlgorithms/src/UTTightDigitCreator.cpp and UT/UTAlgorithms/src/UTClusterCreator_Monitor.cpp are added. The ADC count cut is implemented in UTTightDigitCreator.cpp, taking UTDigit as input and UTTightDigit as output, which will be encoded into RawBank. UTClusterCreator_Monitor.cpp is a temporary class, constructing the UTCluster from UTDigit, only will be used for the monitoring.
