We should improve how PVs used by lines are persisted.

We need to ensure these are the same PVs the lines used (or handle P2PV relations in a nicer way). Or perhaps this method explicitly accepts 'pvs', such that Moore is responsible for defining them (this would require Moore to define PVs as part of an 'API').
