Excessive rate of V0 monitoring lines

Two V0 monitoring lines are found to have excessive rates (details at !1581 (comment 5822402)):

• Hlt2Ks0ToPiPiLLMonitoringLine ~ 78 kHz
• Hlt2L0ToPPiLLMonitoringLine ~ 73 kHz.

These lines are to be refactored or removed.
