Use more robust PFN for HLT2 minimum bias LDSTs

The test_hlt2_all_lines tests currently fails because a Grid certificate is needed to read the input file. This requirement wasn't always there, but it is now so we need to change the input locations.

I suggest moving a few LDSTs, say 10, to the RTA EOS space, adding these to the TestFileDB, and using the new key in the tests.
