Improve test and update PrChecker references

This is a relatively large refactoring of tests, addition of new ones and improvement of validators. Here is an executive summary:

• Update PrChecker references
• Use the enriched TCK creation sample for all tests
• Update tags in TCKOptions
• Add tests for comparing with existing TCKs
• Add tools to compare events from the timing table
  • use them in all tests where appropriate
  • and with a command line wrapper: lb-run Moore/latest ttdiff
• Add diffopts.py to the path (to be able to lb-run Moore/latest diffopts.py)
• Remove Run1 compatibility tests
• Add tests for profiling of the python configuration
