Update bbaryon_to_cbaryon_hhh.py and b_to_dhhh.py to remove NINGENERATION functors (shifters PLEASE ignore)

Remove NINGENERATION LOki functors from bbaryon_to_cbaryon_hhh.py and b_to_dhhh.py. All pions in the 3h system now must have pT>250 MeV. Before, it allowed one pion to have pT>100 MeV. This costs about 15% relative efficiency loss.

@shunan for me this is ready to go in

concerning the commented NINGENERATION code I would tell RTA/DPA people that we need to know where these were used and if they complain I can just quickly clean up the code
