Added charm builders for use in B -> X l nu lines

Added charm builders for J/psi -> mu mu, D*+ -> D0 pi+, and D*0 -> D0 pi0/gamma. Builders added to charm_hadron_bulders.py and load pi0's and photons in base_builder.py.

The builders will need to be tested within B building lines. I think the most sensible place to do this is from the SLB_ThOr_migration branch, where we can have access also to the hadronic tau builder.
