Include draft of lines to study strange decays

Miguel Ramos Pernas requested to merge mramospe-strange-lines into master

The goal of this MR is to provide some basic HLT2 lines to study strange decays, together with some placeholders for near future developments. Additional studies are needed in order to accurately determine the efficiencies and rates using HltEfficiencyChecker.
