Update HltEfficiencyChecker docs for running chained HLT1 and HLT2

Adds docs to describe what is happening in MooreAnalysis!58 (merged).

TODO:

• Add results from HLT1-and-HLT2 rate example.
• Check it builds nicely.

A minor suggestion for the documentation, it may be worth emphasising the importance of enclosing the --custom-denoms argument in quotes (e.g. "Hlt1TrackMVADecision || Hlt1TwoTrackMVADecision") as the other arguments do not necessarily need quotes but omitting them for --custom-denoms can lead to problems with e.g. || interpreted by bash.

Re-marking as draft while the doc pipeline is failing. It seems to be failing before it gets to hltefficiencychecker.rst though:
