B2OC: Tune DDKpi line

Mark Peter Whitehead requested to merge b2oc_mwhitehe_ddkpi_tuning into b2oc_upgrade

Tuning DDKpi line, required a new b builder and move requirements more inline with Dhh modes. The rate should hopefully be reduced by close to a factor of ten for small signal loss.
