Reorganise QEE lines to follow latest DPA/sprucing guidelines

Addresses https://gitlab.cern.ch/LHCb-QEE/qee-hlt-run3/-/issues/24 by packing together all the QEE HLT2 lines into one booking file hlt2_qee.py.
