HLT2 event sizes and clean up of Sprucing event sizes scripts

To go with LHCb!3497 (merged)

New function in config.py : def evt_analysis which obtains the DstData and full event size from counters in RawEventCombiner or CombineRawBankViewsToRawEvent for Hlt2 and Sprucing respectively

added DPA-WP1 hlt2 new feature labels
