Move spruce_all_lines_analytics test to nightlies

• the previous spruce_all_lines_analytics.py script moved to $HLT2CONFROOT/options/spurcing, will be called by the rate tests in lhcb-datapkg/PRConfig!220 (merged).
• remove the qmtest spruce_all_lines_analytics. The parsing jobs will be done in lhcb-core/LHCbPR2HD!210 (merged).
