Add tests and enable configuration for sensor masking of VELO tracking

This MR is the configuration of the C++ changes done in Rec!3043 (merged)

I have added a qmt test, but have failed to add a reference. It would be really good to have this reference there, where in particular the number of VELO tracks reconstructed has to be checked.

Feedback about the configuration in particular is welcome.
