Add RetinaClusters to digi files

Introduce option file and related qmt test to add RetinaCluster RawBank to digi files.

This MR goes with Allen!981 (merged).

Thank you very much @gbassi for addressing my request. Together with this, can I also please ask you to update the How to add RetinaClusters to existing DIGI files section in the Allen documentation as you think is more appropriate? This will help people to use the latest strategy :)
