Add test for Allen called from lbexec

Add qmtest verifying that lbexec Moore.production:allen_hlt1_production $HLT1CONFROOT/options/allen_hlt1_production_options.yaml successfully runs. A DST output file called allen_production_test.dst is produced, as specified in the options.
