Add lines for W/Z rare decay and diboson studies

Add HLT2 lines for

W/Z

rare decay searches, including:

• W^{\pm}\to M\gamma
• Z^{0}\to M\gamma
• W^{\pm}\to J/\psi D_s^+
• \gamma+Jet

In order to allow precision QCD measurements in future, there are three types of photons, as standard photon, converted photon (Long-Long), and converted photon (Down-Down).

Also, for the leptonic diboson study, as we already have single/di-muon and single/di-electron triggers, it is not necessary to add more HLT2 trigger lines, so only spruce lines are prepared. There is no optimization on the selection cuts, but could as a starting point for future studies.
