Flavour tagging particles and tests

These include functions to make flavour tagging particles written by @cprouve, @zhshen and myself. I have also updated the flavour tagging qmtest scripts to include the new flavour taggers introduced in a parallel Rec MR.

The reference files for two tests, Hlt2Conf.test_hlt2_flavourtagging_flavourtaggers and Hlt2Conf.test_persistreco_check_flavourtags, needs to be updated while reference files for the new Hlt2Conf.test_hlt2_flavourtagging_sskaontagger test needs to be produced.

Depends on Rec!3160 (merged).
