an attempt to unify hlt2 and sprucing config

Hlt1,2 configuration now combines raw banks to one event similar to sprucing. This allows selecting raw banks per stream in hlt1,2 when writing mdf files. For dst outputs, all raw banks in the raw event are kept.

Renamed write_detector_raw_banksoption to write_all_input_leaves which copies all leaves from an input file to output for simulation. True by default.
