Add HLT2 lines to measure the Drell-Yan production x-sect

This MR adds dimuon selections that mostly focus on the higher mass, high-pT combinations. It currently does not have a ProbNNmu requirement, but ideally some tighter PID on the muons are applied to reduce the rate further. Lines are separated based on the mass range, and each comes with a different prescale. Dimuons above 10GeV in mass are not prescaled. Both same sign & opposite sign are saved, as well as displaced & prompt. If needed, the displaced can be prescaled by another factor 2, for example.
