Add missing/update HLT1-HLT2 decoding comparison tests

Update tests for HLT1-HLT2 (Muon, Calo, Scifi, VP) decoding comparisons to run on Sim10aU1 samples.

For UT, I agreed with main developers to postpone (see Allen#442 (closed))

Supersedes Allen!894 (closed) and !1602 (closed)

Goes together with Allen!1142 (merged)
