Qee passthrough W->mu nu Sprucing line

There is only one change in qee_upgrade to master in this MR, due to my MR !2095 (merged).

The change is a W->mu nu_mu sprucing line, pass-through after qee's Hlt2SingleHighPtMuon. We expect that closer to the time we will need to tune this separately from the Hlt2 line for bandwidth concerns, but currently pass-through is fine.
