Add HLT1 single muon lines

Takes parts of !184 (closed), !183 (closed) and !209 (closed) to add Muon lines which run Muon ID after forward and lines including Velo Muon matching. More detialed description follows, making mere request mainly so that people are aware.

Needs LHCb!2055 (merged).

I think what is here demonstrates now what needs to be done to include VeloUTMuonMatching and MuonID in a trigger line. What is missing is a DiMuon line.
