SLB label to SLB lines missing them

Suzanne Klaver requested to merge sklaver_SLBnames into master

This MR is a subset of !2039 (closed) which is being restructured (WIP). This particular commit will help in quantifying rates and bandwidth for the SL WG and only renames line names to include the label SLB.
