RD: Stream and persistence configuration for HLT2 and Spruce lines
Set full and turbo streams for rd. Move radiative inclusive lines to full.
Disable persistreco in most turbo lines (all except b2ll). Previous motivation for setting it to True was mainly to allow isolation (and/or FT) tools to be run afterwards. For that a future MR will add extra particles to those lines using the tool being developed at !2147 (merged)
Switched persistence of calo digits and clusters to true to the radiative lines

It would also be nice to double check whether
persistreco=True
is really needed in all the places where it is set. In RD this is in- b_to_ll_hlt2.py

@shunan @enoomen in order to see the effect of moving lines from the Turbo to the full stream in the BW test, I assume one needs to update https://gitlab.cern.ch/lhcb/Moore/-/blob/master/Hlt/Hlt2Conf/tests/options/bandwidth/hlt2_bandwidth_5streams.py Is that enough or there's something else?
