Move hlt2_pp_commissioning from MooreOnline and tune it

• add lumi calibration line and lumi stream
• prescale passthrough to 1%
• Fix hlt2_pp_commissionning_data test and move reco settings
• Update chi2s for (real) hlt2
• Add "hlt2 slim" settings for testing
• Fixes for running online
