Inclusive lines of DDD Xi and Omega matched to a slightly displaced Velo track

Adds inclusive (slightly detached) \Xi^- \to \Lambda \pi^- and \Omega^- \to \Lambda K^- lines.
The decays are reconstructed with all downstream tracks (DDD) that are consistent with having left a track in the Velo. This keeps the rate moderate and allows to check for displacement.
Persist reco and persistence of the Velo raw bank is switched on.

Inclusive rates on 300k UpgradeHLT1FilteredWithGEC events are 90 and 17 Hz:
